التاريخ السياسي للعراق يقرأه الكاتب سيف الدين الدوري من خلال الفريق طاهر يحيى محمد عكيلي (ولد سنة 1916 وتوفي سنة 1986) وما بين التاريخيين ذاكرة وقادة تتدفق بالمعلومات عن الدور السياسي الذي لعبه الفريق طاهر يحيى في بلدٍ كان فيه "ضحية الصراعات السياسية والعسكرية في العراق" مع كل ما حملته تلك المرحلة من أحداث ومواقف كان لها الأثر العميق في بروز حكم البعث.يرى مؤلف الكتاب أن الفريق طاهر يحيى لم يكن راضياً عن الأوضاع التي سادت العراق حيث "الفوضى وانحراف الثورة عن مبادئها"، ويعقّب على سياسة الفريق يحيى الداخلية بالقول: "كان المرحوم الفريق طاهر يحيى حريصاً على أن يفتح أمام الشعب آفاقاً واسعة فأوعز عند رئاسته الحكومة العراقية تهيئة ما يحتاج إليه البلد من مشاريع صناعية وعمرانية مع الاهتمام الكلي بالإصلاح الزراعي وتطويره بحيث يؤمّن للفلاح الحياة الرغيدة والأمن والاستقرار". أما عن موقف الفريق يحيى من الحزبية فيقول: "لم يكن الفريق طاهر يحيى بعثياً لكنه انتمى إلى البعث قبل حركة 8 شباط 1963 بأيام قليلة وشارك مشاركة فعّالة في الحركة التي قادها حزب البعث، لكنه انتقل إلى التعاون مع الناصريين بعد أن شاهد انحرافات الحرس القومي وتدخلاته واستفزازاته التي شملت الضباط في الجيش العراقي". وفي المشكلة الكردية يقول "حرصت حكومة الفريق طاهر يحيى على تمتين الوحدة الوطنية وحل المشكلة الكردية حلاً سلمياً وأجرى اتصالات مع قادة الحركة الكردية وقد تبادل الفريق يحيى مع الملا مصطفى البرزاني العديد من الرسائل ..."، وهكذا، يعرض مؤلف الكتاب محطات من حياة الفريق طاهر يحيى من خلال وثائق، كتبها هو، وأصدقاء واكبوا الرجل خلال فترة حكمه، بما فيهم المسؤولين، لذا، فالكتاب هو مزيج من السرد التاريخي والشواهد التوثيقية، والتحليل السياسي، مع عرض لآراء ساسة وعسكريين وصحافيين، يمكن اعتبار مذكرات كل واحد منهم شاهداً على عصره، وما صاحب ذلك من تطورات.يتألف الكتاب من العناوين الآتية: 1- الساعات الأخيرة قبل حركة 18 تشرين الثاني 1963، 2- سياسة الفريق يحيى الداخلية، 3- موقف الفريق يحيى من المشكلة الكردية، 4- سياسة الفريق يحيى الخارجية، 5- موقف الفريق يحيى من الحزبية، 6- بداية سقوط حكم الرئيس عارف ونهاية حكومة الفريق يحيى، وأخيراً ملحق صور.
