يقوم المؤلف بجولة في عالم الضحك ينتقي مما سلف طرائف زمانها ونكاته ومن الحاضر ما أضحك وهو مبكي والذي ينطبق عليه "والطير يضحك مذموماً من الألم" وذلك من خلال الواقع الاجتماعي والسياسي ليقوم عبر الكلمة حيناً والصورة أحياناً لوحات حياتية عكست فلسفة الضحك. يقدم ذلك من خلال بحث طريف حول مكانة الظرف والفكاهة في السلوك الإنساني. وقد نسج معظم التهكم السياسي في غضون الثلاثينات والأربعينات حول رجال الحكم الذين صادقوا الغرب، ثم تحولت بعد ذلك أنظار أهل الظرف إلى الأنظمة العسكرية العربية الجديدة وما صاحبها من خيبة وتطبيقات اقتصادية فاشلة.
