لجأت السلطات الأميركية بعد أحداث أيلول إلى نوع جديد من الحروب لمواجهة التطرف الإسلامي، فإلى جانب حربها في أفغانستان وحربها في العراق خاضت حربًا ثالثةً، خفيّةً، حدثت في الظلّ وعن بعد، وفي أقاصي العالم وبدلًا من الحروب التي تكلِّف الكثير من المال والأرواح اعتمدت الإدارة الأميركية هذه الحروب الجديدة التي ادعت أنها نظيفة وغير مكلفة وموضعية، بحيث تمكنت من القضاء على أعدائها عن بعد بطائرات من دون طيار وبعمليات خاصّة، واختارت عناصر ودربتهم لتنفيذ عمليات اغتيال واستخدمتهم في إقامة شبكات سرية للتجسّس. فالرئيس الأميركي بمقدوره أن يختار اسمًا من بين قائمة أسماء ليقتل صاحبه أينما كان في باكستان، أو أفغانستان أو اليمن أو أي بلد آخر كيف تحوَّلت الاستخبارات المركزية بعد أحداث أيلول وبأمرٍ من البيت الأبيض إلى آلة لصيد الناس وقتلهم؟ ينقلنا مازّيتي من موقعه كمراسل للأمن القومي إلى داخل مكاتب السي آي إيه ليكشف لنا معلومات عن حرب من أكثر الحروب سرية في العالم وليعرفنا بشخصيات أدت أدوارًا ميدانية مدهشة في هذه الحرب السرية. فمن ضابط يدعى كوفر بلاك كانت شهيته ملتهبة على صيد أسامة بن لادن إلى ضابطٍ أرسِلَ إلى المناطق القبلية ليتعلم كيفية التجسس في باكستان، إلى متقاعد في السي.آي.إيه عوقب بالسجن في لاهور بعد أن خرح عن سيطرة رؤسائه. حروب الظلّ هي أيضًا، قصة تنافسٍ حادٍ بين مؤسسات أميركية عملاقة ثلاث السي.آي.إيه والبنتاغون والبيت الأبيض.
