نهدف إلى دراسة الإيرادات العامة في الاقتصاد الإسلامي، بغية تعظيمها وحسن إدارتها، وقد ورد لفظ الإدارة في القران الكريم (إِلَّا أَنْ تَكُونَ تِجَارَةً حَاضِرَةَ تُدِيرُونَهَا بَيْنَكُمْ) سورة البقرة الآية 282.
والإدارة هي عملية استخدام للموارد المتاحة لتحقيق أهداف محددة،1 وقد أوجزها أحد الباحثين في أنها هي الوصول إلى الهدف، باستعمال أحسن الطرق في تفعيل القوى البشرية والموارد المتيسرة، بأقل ما يمكن من الجهد والوقت والمال.2
ويمكننا أن نعرف الموارد الاقتصادية بأنها كافة الهبات أو المنح الموجودة في الطبيعة، التي يمكن للإنسان أن يحول محتوياتها من كنوز للثروة، إلى ثروة لها قيمة اقتصادية سواء كانت على هيئة سلع أو خدمات. 3
والإيرادات العامة تعرف بأنها «مجموعة الأموال التي تحصل عليها السلطات الحكومية لتنفيذ السياسات المالية المرسومة، والإنفاق على المرافق والمشروعات العامة».4
وعلى ضوء وتحديد الموارد المالية للدولة، يمكن معرفة موقع الدولة من خريطة الاقتصاد العالمية، وفي الاقتصاد الإسلامي تتحدد الموارد المالية وفقا لشريعة السماء، وهي محددة بضوابط من الوحي الإلهي، ما يؤكد أنها على الدرب السليم.
وفي الفصول التالية سنحاول التعرض بشيء من التفصيل، لكافة أنواع الموارد في ظل الاقتصاد الإسلامي.
