تلعب الاعتبارات الجيوسياسية والجيواستراتيجية لأي إقليم دوراً كبيراً في تحديد ماهية العلاقات البينية لدول هذا الإقليم وأشكالها، وآليات التفاعل التي تحكم هذه العلاقات وتحديد مساراتها واتجاهاتها وأهدافها، فالعلاقات الدولية عادة هي انعكاس لمتطلبات واقع جغرافي وسياسي واقتصادي معين، يفرض على أطراف هذه العلاقة طبيعة السلوك السياسي المتبع في علاقاتها مع الأطراف الأخرى على الصعيدين الإقليمي والدولي.
وبالنظر إلى دول الخليج العربي يلاحظ أنها قد استطاعت أن تقفز خلال العقود الثلاثة الأخيرة إلى قمة الاهتمامات الدولية نتيجة لعوامل عديدة يمكن أن نعزوها بالأساس إلى ثقلها النفطي، والى موقعها الاستراتيجي المتميز، فضلا عن الأحداث التي شهدتها المنطقة، فمن الثورة الإسلامية في إيران إلى الإعلان عن مبدأ كارتر الذي أعلنته الحكومة الأمريكية في يناير 1980، وشكل أساس تشكيل قوات للانتشار أو التدخل السريع في المنطقة. وقد عبرت الحكومة الأمريكية في هذا الإعلان، وبصورة رسمية، عن قلقها الشديد إزاء الأخطار التي تهددها هي وحلفاءها في منطقة الخليج العربي، مؤكدة تصميمها على أن تقاوم، وبكل الوسائل الممكنة -بما في ذلك استخدام القوة المسلحة- أية محاولة من جانب أية دولة خارجية للسيطرة على هذه المنطقة، إلى جانب الحرب العراقية- الإيرانية الدموية التي شهدتها العراق منذ ذلك التاريخ وحتى الآن، وإلى حرب الخليج الثانية عام 1990 – 1991، وأخيراً الغزو الأمريكي على العراق في مارس / إبريل 2003.
