لم تكن اصطلاحات (المؤسسة الدينية) والهيئة الدينية و(الحوزات العلمية) و(الحزوة) وليدة الثورة الإسلامية التي قامت في إيران في 11/2/1979م، بل أن هذه الاصطلاحات ظهرت قبل اثورة، وفرضت نفسها على الساحة الإيرانية، بعد أن تبلور مفهوم التقليد، وأصبحت مرجعية التقليد قوة سياسية واجتماعية واقتصادية ذات حضور ملموس، وبعد أن توحد علماء الدين في صورة ظاهرة التقليد بعد وقوع غيبة الإمام(المهدي المنتظر) حتى أصبح كل فرد من عوام الشيعة مقلدًا لأحد الفقهاء الكبار(المراجع)، وساد اعتقاد بين العوام أن تدين الفرد لا قيمة له ما لم يكن مقلدًا لمرجع ما، وبذلك تمكن الفقهاء من إيجاد رباط قوي بين القيادة الدينية وجمهور الشيعة، واتضحت هذه الرابطة من خلال قيام جمهور الشيعة ـ عن طواعية ـ بدفع الزكاة والخمس للفقهاء باعتبارهم وكلاء الإمام خلال غيبته.
وكان للمؤسسة الدينية في إيران قبل الثورة الإسلامية وجود متميز ومستقل، وكانت لها سمات حافظت عليها منذ نشأتها، مما جعلها قادرة على إفراز قيادات سياسية تستقطب الجماهير خارجها من ناحية، وتربي قيادات جديدة تدفع إلى الساحة عندما يجد الجد من ناحية أخرى. واستغلال المؤسسة الدينية حولها إلى قوة لها وزنها، فالمرجع الذي صار تقليده وجوبيًا عند الشيعة الإثنى عشرية، أصبح دولة داخل الدولة، فعنده تصب أموال الزكاة والخمس التي يخرجها المقلد عن ماله كل عام، مما جعله يشكل كيانًا ماديًا ومعنويًا مستقلا، بل يسميه البعض مركزية أو سلطة روحية ومالية. وهذا الاستقلال هو الذي ساعد على قيام الثورة الإسلامية في إيران، وقد حافظت الحوزات على استقلالها سنوات طويلة، وكانت أشبه بقلاع حصينة قاومت العديد من الضغوط التي مارستها الحكومات المتعاقبة عليها. ودافعت عن هذا الاستقلال.
