لقد دعينا نحن المجموعة الأوربية العربية للبحوث الاجتماعية لمدة أربعة أيام لبحث قضية ((التسامح الثقافي)). واختيار مجموعتنا لهذه القضية ليس تدريبا عقليا، ذلك أننا كمجموعة، منغمسون في مشكلة التسامح مع مراعاة أن مجموعتنا هي مجموعة مزدوجة الثقافة. ونحن، مثل أية جمعية علمية دولية، على دراية بما هو مشترك بيننا : فنحن ننشغل مهنيا بالعلوم الاجتماعية ولكننا، بخلاق الجمعيات الدولية، على دراية بأبعادنا الثقافية. وأغلب الظن أنها المرة الأولى التي فيها تختار مجموعتنا، قضية علمية هي في نفس الوقت قضية تشكيلها ووجودها وتركيبها. ان مفهوم التسامح ينطوي على مفهوم التباين. ومفهوم التباين إقرار بالحق في التباين، وهو ما قد يعني اللامبالاة أو الرفض أو الرفض أو استحالة التفاهم .. التسامح ممكن أما التفاهم فممكن ألا يكون. والتفاهم غير ممكن من غير تباين. ولكن، في نقس الوقت، كيف يمكن التفاهم، إذا كان التباين قد يعرقل التفاهم أو يمنعه؟ وما هو تأثير التسلسل الوظيفي والسلطة على نوعية التفاهم. هذا مع ملاحظة أنه ليس ثمة مجتمع بدون تسلسل وظيفي وبدون سلطة. ولكن ما هو تأثير التباينات الثقافية على العلاقة بين الثقافة والسلطة؟ وكيف يكون التباين، وهو الشرط الضروري للتفاهم، مانعا للتفاهم؟ ثمة مرحلتان في مواجهة مفاهيم التباين الثقافي والسلطة والتسامح. المرحلة الأولى تجريدية أما المرحلة الثانية فنتناول فيها هذه المفاهيم من حيث الجماعة والبنية والمشروع. ومعنى ذلك أننا نواجه مشكلتين: مشكلة عقلية ومشكلة تنظيمية.
