كما أن المساكن العشوائية في الدول العربية تشكل معوقاً للتنمية، وبؤرة للمشاكل الاجتماعية والصحية والأمنية، فقد أصبحت الأحياء العشوائية مناطق مغلقة، تصعب السيطرة عليها من قبل الأجهزة الأمنية.
