الشيخ عبد الرحمن بن عبد الخالق اليوسف ولد بمصر عام 1939 م وحصل على العالية من كلية الشريعة بالجامعة الإسلامية بالمدينة المنورة.
وعمل مدرسا بمدارس الكويت من 1965 م إلى 1990 وعمل في مجال البحث العلمي بجمعية إحياء التراث الإسلامي بالكويت
للشيخ نشاط كبير على شبكة الإنترنت من خلال موقعه
