النظام السياسى والدستورى لكل دولة هو انعكاس لظروفها السياسية والاقتصادية والاجتماعية ، وما يصلح نظاما دستوريا لدولة معينة قد لا يصلح لدولة أخرى ، بل إن ما يصلح نظاما دستورياً لدولة معينة فى وقت معين قد لا يصلح لها فى وقت أخر . والملاحظ ان هناك صلة وثيقة بين النظام الدستورى فى الدولة وطبيعة نظام الحكم فيها ، كونه جمهورياً أو ملكياً . فقد جرى العمل فى كافة الدول الملكية على تبنى النظام البرلمانى أسلوبا للحكم ، فى ين توزعت الدول ذات الأنظمة الجمهورية بين النظام البرلمانى والرئاسى والمجلسى والمختلط والخاص . لقد تم تناول مفردات هذا الكتاب فى بابين ، خصص الباب الأول لدراسة نظرية الدولة ، والثانى لدراة نظرية الدستور ، وتناول فى الباب الأول مدلول الدولة وأركانها ونشأتها وأشكالها وأشاليب ممارسة السلطة فيها ، وأختتم بدراسة الأحزاب السياسية . أما الباب الثانى فكرسناه لدراسة نظرية الدستور ، وبحثنا فيه مدلول القانون الدستورى ومصادره وأساليب نشأة الدساتير وأنواعها ووسائل كفالة احترامها وتعديلها ونهايتها .
