يتناول الكتاب أهم الأحداث التي كنت شاهدا عليها بحكم منصبي أمينا لبغداد للفترة من 23 /5/2004 ولغاية احتلال مكتبي في 8/8/2005 من قوة عسكرية تأتمر بأوامر سياسية. بيد إنني لم أرد لكتابي أن يكون مجرد عودة متأسية الى تلك الفترة. ففي هذه اللحظة، وأنا أنظر إلى تلك التجربة من مسافة زمنية، لا أنكر على نفسي الحزن والتأسي، لكن ليس لأني خضت تجربة قاسية على المستوى الشخصي، بل لأن بغداد التي عانت من التدمير والغدر والقتل وتغيير الهوية، كانت بحاجة إلى عمل منقذ يعيد لها الأمن والسلام والازدهار، وجدت نفسها من جديد تصارع من أجل تثبيت حقوقها المدنية الأكثر بداهة. لقد قطعت جماعات جاهلة بتاريخها التليد الطريق على أمانيها وطموحها.
الحقيقة أن هذا الكتاب مكرس لعاصمتنا العظيمة. ولكل ناسها المعنيين بتقدمها. إن عاصمة يسكنها اليوم أكثر من سبعة ملايين نسمة، أي ما يشكل نحو ربع سكان العراق، هي من وجهة نظر سكانية، وبالاقتران مع تهدم البنى التحتية شبه الكامل لها، تعدّ جحيما لساكنيها، فكيف حالها وهي في فترة يسودها العنف والارهاب، مع إدارة جاهلة وفاسدة؟ إن البغداديين الذين أملوا الخروج من الحروب والحصار الذي امتد لعقدين من السنين، باتت معاناتهم في العهد الجديد أشد فظاعة، ويبدو أن هذه المعاناة ستطول.
