وبعقيدة براغماتية تحولت من دور اللاعب الملحق إلى دور اللاعب الأساسي في النظام الدولي، حيث ساعدها هذا على تحقيق درجات متزايدة من الاستقلالية في سياستها الخارجية، وتمكنت من الحفاظ على مصالحها القومية رغم ما شهده النظام الدولي للعديد من التطورات خلال العقد الأول من القرن الحالي، والتي دفعت في النهاية إلى إنهاء الهيمنة الأمريكية والتحول إلى نظام متعدد الأقطاب، ولا سيما مع صعود العديد من القوى الآسيوية، وفي مقدمتها الصين والهند واليابان.
