موظف بريطاني في حكومة بريطانيا في الهند زمن الأستعمار ، يعد لوريمر أبرز المؤرخين والجغرافيين الذين وصفوا منطقة الخليج العربي في بداية القرن العشرين ، و الدليل الذي أعده " دليل الخليج " هو في أصله تقارير أعدها للحكومة البريطانية في الهند، و كان هو واحداً من موظفيها، و كان الهدف من إعداد الدليل هو توفير مرجع لموظفي المستعمر في تعاملهم مع وجهاء و أعيان و أفراد الإمارات العربية على سواحل الخليج والقبائل العربية في الجزيرة العربية على وجه الخصوص.
و الدليل هو في شكل موسوعة من أجزاء متعددة تتناول الحياة الاجتماعية و الاقتصادية للسكان ووصفاً للمنطقة و قبائلها و إماراتها و مشيخاتها وإحصائيات متنوعة.

كتاب دليل الخليج -الجزء الرابع تأليف ج.ج لوريمر، تعتبر سلسلة مجلدات دليل الخليج إحدى "الموسوعات التاريخية الإقليمية" في العصر الحديث. وقد بدأت في أول الأمر بعدة تقارير سياسية قام بإعدادها باللغة الإنجليزية ج.ج لوريمر الذي كان من كبار الموظفين البريطانيين في الهند، بأمر من قسم الخدمات المدنية بحكومة الهند.
وقد نشر في عام 1914 ووزع بشكل محدود خدمة لموظفي حكومة الهند البريطانية العاملين في الخليج العربي، ومرجعاً للمسؤولين البريطانيين في تعاملهم مع دول الشرق الأوسط عامة، ودول إمارات الخليج العربي على وجه الخصوص.
نظرا لما يحتوي عليه من معلومات بالغة الأهمية ولأهمية لتاريخ الخليج, وخاصة تاريخ الدول والإمارات المطلة عليه, وعلاقاتها مع بعضها, تم نقله إلى اللغة العربية.
