يهدف هذا الكتاب إلى تقديم دراسة تفصيلية في الخيارات المتاحة أمام لبنان للخروج من الأزمات السياسية والاقتصادية والاجتماعية التي لا يزال يعاني منها رغم مرور نحو خمسة عشر عاماً على توقيع اتفاق الطائف عام 1989. فهذا الاتفاق لم ينجح في وضع لبنان على طريق بناء الدولة وأن كان نجح في كسر دائرة العنف التي لفت البلاد منذ 1975، والواقع أن بنوداً كثيرة منه لم تدخل حيز التنفيذ بعد، فيما جرى تشويه بنود أخرى بالممارسة. وبين هذا وذاك برزت على اكثر من مستوى تحديات جديدة تتجاوز في طبيعتها حدود الطائف.
ومع تزايد الخيبة والإحباط من عملية الطائف تنامت لدى شرائح كبيرة من اللبنانيين مشاعر من اكبت واله\عجز. وعزز هذا الاتجاه حقيقة أنه في ظل هيمنة الاعتبارات الفئوية والمصالح الطائفية على الحياة السياسية في لبنان، لم تقم أي من الحكومات المتعاقبة ولا معظم قوى المعارضة في بلورة سياسات وطنية قادرة على التصدي الجاد لمشاكل لبنان في مرحلة ما بعد الحرب والتي غالباً ما كانت مشاكل بنيوية أو أضحت كذلك.
من هنا فإذا كان لهذا الكتاب من رسالة، فهي: إن البدائل السياسية لمعالجة هذه المشاكل موجودة وأن التعيير ممكن شرط توافر الإرادة السياسية.
