يتضمن كتاب "المأزق الاقتصادي -الاجتماعي في لبنان والخيارات البديلة" محاضرات وتعيبات لمجموعة هامة من الباحثين الأكاديميين قدمت إلى مؤتمر المأزق الاقتصادي-الاجتماعي في لبنان الذي نظمه المركز الاستشاري للدراسات والتوثيق والحركة الاجتماعية الثقافية بتاريخ 8/4/2006، وأتى في سياق البحث عن بدائل اقتصادية-اجتماعية للسياسات المتبعة، حيث لا يمكن فهم الأزمة من دون تبني مقاربة تاريخية لأسباب تشوه النمو وتعثر التنمية.
يقول الدكتور "إلياس سابا": إن الخروج من المأزق الراهن يفرض علينا أولاً معرفة ما إذا كانت تتصل بظروف قاهرة أم أنها نتيجة سياسات خاطئة ومقصودة؟ كما أن المشكلة بحسب د.علي فياض" ليست في ندرة الخطط والبرامج، بقدر ما هي في غياب السلطة الحيادية تجاه لعبة المصالح المحلية.
أما الإصلاح فيتلازم كما يؤكد الرئيس د.سليم الحص" مع ثلاث مسلمات: أن يكون الإصلاح شاملاً، وأن يقوم به صالحون مصلحون وأن يكون الإصلاح السياسي المدخل الطبيعي لا بل الضروري للإصلاح الشامل.
ويعتبر د."ألبير داغر" أن الرؤية الليبرالية لن تساهم في معالجة مشكلة الدين والنمو والتنمية في آن معاً.. بل السعي إلى تحسين الموقع التنافسي للدولة ككل. و يتلاقى ذلك مع رأي د."نجيب عيسى" الذي وجد أن النظام "الحر" اقتصادياً و"الطائفي" سياسياً كان ولا يزال عاجزاً عن إطلاق عملية تنمية اقتصادية اجتماعية حقيقية" أما الخبير "غالب أبو مصلح" فيوجه نقداً معمقاً لليبرالية الجديدة متجاوزاً نتائجها الاقتصادية ليطال تناقضها مع مبادئ حقوق الإنسان والاستقرار القيمي والاجتماعي.
يطرح هذا الكتاب فكرة التجديد الشامل مدخلاً لحل مشكلة الدين العام كبديل للمقاربة التقنية التي تسير السياسات، ليقول د."جورج قرم": "وبالتالي توليد مداخيل جديدة نابعة من جهد إنتاجي جماعي، التي من خلالها يمكن تسديد أصل الدين".
كتاب هام، بمثابة مقاربة ثانية بديلة تحاول أن تجد لها مكاناً داخل التيار الفكري الرئيسي للنظام، لكنها تصطدم بواقع المصالح المهيمنة على مقدرات الوطن ومراكز القرار، لذلك تدعو الجميع لرص الصفوف خارج مفهوم الطائفية والمناطقية بحثاً عن مخرج للمأزق.
