إيلي سالم من موقعه كوزير خارجية لبناني في حقبة من حقب لبنان الصعبة، يروي مذكراته التي هي قصة الدبلوماسية اللبنانية في المرحلة الأصعب من تاريخ الوطن، ويقول بأنه لم يكن من السهل عليه التوصل إلى عنوان لهذا الكتاب، فعنوان "الخيارات الصعبة" يعبر، دون شك، عن الخيارات التي اتخذها لبنان في الثمانينات، وهي الحقيقة الأصعب في تاريخه العاصر، حيث دخلت إسرائيل إلى العمق اللبناني واحتلت العاصمة وضواحيها، وحيث كانت الحرب الباردة بين الولايات المتحدة الأميركية والاتحاد السوفيتي على أشدها.
فمن الناحية الاستراتيجية الدولية وقع لبنان في أتون الصراع الأميركي السوفيتي كما وقع في أتون الصراع العربي-الإسرائيلي. لذا فإن المرحلة التي دوّن إيلي سالم معالمها، هي رحلة التناقض العميق، مرحلة المواقف الأيديولوجية المتشددة، ومرحلة التصادم العميق بين العرب وإسرائيل، وقد حرص، منذ تسلمه مسؤولية وزيراً للخارجية، ومن بعدها مستشاراً للسياسة الخارجية لرئيس الجمهورية، أن يرصد يومياً كل الأحداث المهمة، وخصوصاً تلك التي كان يشارك فيها بشكل مباشر، في محاضر وافية خولته كتابة هذه المذكرات بالشكل الذي كتبت به، وبالتفصيل الذي أردفت، والذي وحده يعطي الصورة الواقعية للأحداث ولما كان يجري من وراء الكواليس. أرّخ إيلي سالم لهذا الفصل المهم من تاريخ البنان، بأسلوب واقعي موضوعي، فجاء نصبه تأريخاً بقدر ما هو قصة كان كاتبها حاضراً، بل هو كان جزءاً من معظم أحداثها. وبالنتيجة فإن كل عمل تاريخي هو في الواقع قصة، ولكنها قصة وطن مع كل ما يحمل من آلام وآمال ومن تشابك لهذه الآلام والآمال بمصالح الغير.
