تعد مشكلة الحدود الدولية من أهم المشكلات الدولية وأعقدها، لأنها مصدر رئيسي للمنازعات الدولية، وهى مشكلة عامة لأنها تتعلق بسيادة كل دولة من الدول المجاورة الأخرى، وتبدو هذه الصعوبة إذا لاحظنا أن كثيراً من دول العالم لم تفصل فى موضوع الحدود مع جاراتها بسبب عدم الاتفاق الناجم عن المطامع التوسعية لدولة فى إقليم دولة ثانية أو الاختلافات العقائدية أو اختلاف النظم السياسية فيها. وتبقى العلاقات الإيرانية العراقية حالة فريدة فى الصراع بين الحدود والوجود لكل الدولتين، ولكن الواقع يقول أن الانتصار سيكون للعراق، لأنه محاط بأمته العربية التي تدافع عنه، وأن الاحتلال فى طريقة للزوال ويبقى العراق وشعبه العربي المسلم حاضراً في الوجود.
