لا تعني كلمة (دولة) في مختلف اللغات ما تعنيه في العربية، إذ تحيل، ابتداءً، إلى التداول، وهو ما يؤشر على تداول السلطة رضائياً، الأمر الذي ندر أن عرفه ماضينا وحاضرنا: كم هو البون إذن كبيراً بيننا وبين لغتنا!
لقد عرف العالم القديم الدولة، وعبر التاريخ تأكد أن لا دولة بلا سلطة، والعكس غير صحيح، أما المقدس فما أكثر ما تماهى بالدولة. هكذا كان الفرعون حاكماً يُعبد. ومن أباطرة الرومان إلى أكاسرة الفرس كانت السلطة المطلقة متدرعة بالمقدس، دنيوية ودينية، بشرية وإلهية، حتى اعتماد عامل الدم والعرق في إنشاء الدول، طالما تلفّع بتقديس السلف أو عبادتهم، ويسوى ذلك من أشكال المقدس.
إلى ذلك، يبحث هذا الكتاب في محاولات تأسيس الدولة على أساس قبلي أو عرقي أو طوطمي أو ديني، ليتحدد البحث من بعد في أشكال الدولة في الشرق بخاصة، وبالأخص في التاريخ العربي ما قبل الإسلامي، ثم عبر الدولة الإسلامية، في محاولة لفهم طبيعة الدولة العربية المعاصرة وأواليات بنائها.
إن وعي وجود الدولة سابق على وعي الحرية. لأن الدولة مسألة تتعلق بالتحقق والممارسة. أما الحرية فهي أولاً وأخيراً حلم وفكرة وحافز، فكيف تستقيم معادلة الدولة / القدس - الحرية؟
