إن مفهوم العلمانيّة واسعٌ جداً وضيّقٌ جداً في آن، فهو واسع لأنّه يعني في تحليل أوليّ الأنظمة التي تحترم حرية الضمير، بمعنى أنّ تلك الأنظمة تفترض أنّ الدولة ليست "ملكاً" لفئة من السكان، وإنّما هي للجميع، للشعب (loas باليونانية)، من دون أدنى تمييز بين الأفراد تبعاً لتوجّهاتهم في الحياة.
وهو ضيّق، إذا كان التعبير نفسه والمعركة ضدّ الكهنوتيّة الدينيّة التي يحيل إليها، يعكسان بقوّة مدلولاً في التقليد الفرنسيّ يتضمّن، بالإضافة إلى تأكيد الحريّة الدينية، مبدأ فصل الدين عن الدولة، الأمر الذي ما زال يجهله عدد كبير من الدول الأخرى التي تلتزم بإحترام حريّة الضمير ومبدأ علم التمييز إلتزاماً صارماً.
وفي مقاربة أولى للموضوع نتساءل: ما هي العلمانية؟ إنها تحيل بالدرجة الأولى إلى مفهوم سياسي: فالدولة "العلمانية" (بالمعنى الأكثر شمولاً للتعبير) لا تمنح إمتيازاً لأيّة ملّة، وبشكل أعمّ، لأيّ تصوّر محدّد للحياة الصالحة، في الوقت الذي تكفل فيه حريّة التعبير عن كلّ منهما، ضمن حدود معيّنة.
وندرك أنّ تعريفاً عاماً كهذا للعلمانية بصفتها مفهوماً سياسياً ينبغي أن يوضَّح ويحدِّد ليتوافق مع التاريخ الملموس للفكرة وللصراعات التي جسّدتها، بطريقة تختلف من بلد إلى آخر، في الواقع الإجتماعي.
ولكن بدا لي ضرورياً أن أشرع في النقاش على أسس عريضة، إنطلاقاً من موقف واضح، ولو أنه قد بُسِّط مؤقتاً أكثر ممّا ينبغي لأغراض تعليميّة، وحتى في هذا المستوى من العموميّة، يمكن التأكيد على أن تحقيق مثل ذاك المثل الأعلى يطرح مشكلاتٍ لا حدَّ لها: فما هي الأسس الإجتماعيّة، والثقافيّة، والمؤسسيّة، بل والإقتصاديّة الضروريّة لترسيخ نظامٍ كنظام حريّة الضمير هذا؟...
لكي نرى الأمور بوضوح أكبر، سيتعيّن علينا أن نعكف على دراسة مفهوم العلمانيّة بمعناه الضيّق، أو بالمعنى الفرنسي للتعبير، لنتمكّن من إبراز خصوصيته المحتملة بالمقارنة مع تجارب عصريّة أخرى في مجال العمل على تحرير الضمير من سطوة السياسة.
