الغرض من تأليف هذا الكتاب كما يذكر الفارابي هو ذكر بعض القوانين لسياسة الحياة والتعامل مع الآخرين سواء كانوا دون المرء أو فوقه. فيبدأ بالحديث عن مكانة الإنسان بين غيره من الناس، وتأمل أحوال الناس وأخذ العبر منهم، ومعرفة الخالق وما يجب على الإنسان تجاه خالقه، وهنا يتطرق للحديث عن صفات الله والنبوات وأن الله متفرد بذاته، ثم يحدثنا عن كيفية تعامل المرء مع رؤسائه، وكف يتعامل مع أكفائه أي من هم مثله، وكيف يتعامل مع من دونه من الناس. ويختتم الكاتب بالحديث عن كيف ينبغي أن يعامل المرء نفسه.
