قطعت الثقافة الغربية وعوداً كثيرة من بينها الوعد باستئصال الخوف من العالم وإخضاعه الإدارة بشرية وعقلانية وكان ذلك يعني استبعاد لغة القضاء والقدر والبلاء والابتلاء والتحوّل الى لغة الادارة والاستحقاق والمسؤولية والإدارة ,وكانت هذا المفردات الجديدة تطمح الى محاربة المجلات الثلاثة التي يصدر عنها الخوف اولاً :جكوح الطبيعى .ثانياً:هشاشة جسد الإنسان ,ثالثاً : العدوان البشري القائم على مقولة توماس هوبز بأن ((الإنسان ذئب لأخيه الإنسان)) فكل الحل بوجود دولة قوية تهذب الرغبات الكامنة في الإنسان، دولة تعتمد ((جهنم الدنيوية الواقعية)) بدلا من ((جهنم الأخروية المتخيلة)).
وعلى الرغم من كل هذه المحاولات والأمل في التخلص من آثار الدولة الشمولية ونزعاتها المتطرفة، وتأسيس دولة الرعاية الاجتماعية من أجل استئصال الخوف من المستقبل وتحقيق الأمن الاجتماعي إلا أننا ما زالنا أمام دولة انسحبت من أدوارها الاجتماعية والاقتصادية والثقافية وأفسحت الطريق أمام عولمة الاقتصاد وعولمة الجريمة وعولمة الإرهاب وباتت الدولة نفسها تبرر القتل الجماعي ونزع إنسانية الإنسان.
