لم يكن أمام «محمد رشيد رضا» سوى الاستمرار في الدعوة إلى إقامة نظام دستوري شامل يُصلح ما أفسده رجال «السلطان عبد الحميد الثاني» في الولايات العثمانية المختلفة؛ فبينما يُصر السلطان ورجاله على بثِّ الفُرقة بين العرب والتُّرك، ونَشْر ألوان الاستبداد والظلم ومَنْع كل صاحب رأي أن يبوح بأفكاره وسط العامة، كان «رشيد رضا» يُصر من جهةٍ أخرى على أن يستمر في دعوته لإصلاحٍ سياسيٍّ ينتشل المسلمين مما وقعوا فيه مِن جَرَّاء السياسات الحميدية المُستبِدة. ويُمثل كتابُه هذا رسالةً خفية للباب العالي؛ يُبين فيها نظام الخلافة وأصولها وأحكامها، من شروط الخليفة وطُرق تَولِّيه وأشكال البَيعة والشورى وغيرها، ليُبيِّن للعامة عَوارَ النظام الحميدي وما وصلت إليه أوضاع الخلافة تحت سيطرته.
