أوقد تكون تبعاً للفروق الطبيعية في قدرات الأفراد، ولكن لتحقيق أنَّ العدالة هي هدف مشترك علينا الرجوع أولاً إلى مكانة هذا الهدف في بنية النظام الاقتصادي، وثانيها: هل يحقق هذا النظام العدالة؟ وهل أدوات تحقيق العدالة جزء من أصل النظام أم مفروضة عليه من خارجه؟.
