يتناول هذا الكتاب تحليل إمكانات الوطن العربي الإقتصادية، وإحتمالات مستقبله الإقتصادي، من زاوية الإندماج الإقتصادي الإقليمي، حيث أن الإندماج الإقتصادي بتعريفه الشائع ينصب على إقامة أجهزة لتحرير التبادل بين بلدان مختلفة لا يناسب إقتصاد البلدان المتخلفة التي تسعى إلى بناء "الإقليم" كإطار للتخصص، على النقيض من ذلك فإن الإندماج الإقتصادي الدولي، بالنسبة لبلدان العالم الثالث عموماً، يرتكز بصفة أساسية على إعادة تنظيم هيكلية، وعلى الرغم من صعوبة تعريف الإندماج بدقة، إلا أنه يمثل عملية بناء لمجال إقتصادي إقليمي تتوافق حوله رغبات بلدان مختلفة تدعو الحاجة إلى أن تتعاون فيما بينها من أجل خلق ظروف جديدة للنمو والتطور على أساس يوفق بين الأهداف الشاملة للإقليم والمصالح الحيوية للإقتصاديات المختلفة التي تواجهها. والواقع إن عملية الإندماج هذه تسمح بإيجاد مخارج جديدة لسياسات صناعية وزراعية وتجارية ومالية، قد انتهت إلى طريق مسدود في كل بلدان العالم الثالث. وفي هذه الحالة، ليس في الإندماج الإقليمي ما يتطلب إقامة سلطة تتجاوز حدود السلطة الإقتصادية الوطنية في كل بلد أو إندماج كشروط مسبقة، وينبغي أن يكون هدف الإندماج إقامة مجال إقليمي متماسك وإقتصاد إقليمي أساسه إعادة تشكيل بنيات قطاعات الصناعة والزراعة والمال وشبكة المبادلات، ومن جهة أخرى فإن إعادة هذه البنيات يجب أن تقترن بتبني سياسة إجتماعية وثقافية وعلمية جديدة على الصعيدين الوطني والإقليمي.
