تعد دراسة هذه المشكلات من الدراسات العلمية الحديثة بالغة الأهمية، لاسيما مع ازدياد الطلب والتنافس على الموارد المائية لما تشكلها من عنصر حيوى فى وجود البيئة الحية بالمنطقة، وقد أخذ الجغرافيون وغير الجغرافيون على عاتقهم الاهتمام الكبير بهذه الدراسات عن طريق دراسة مفاهيم الموازنة المائية المناخية والتصحر والجفاف والقيمة الفعلية للأمطار (جهاز بحوث وتنمية وتعمير سيناء، 1990، ص112؛ حليمى عبد القادر، 1990، ص 234؛ وزارة الأشغال العامة والموارد المائية، 2001، ص 34؛ محمد عطا، 2005، ص 452؛ صلاح معروف، 2008، ص 800)، وتحديد كميات الفائض والعجز المائى وتأثيراتها على الإنسان وبيئته، ومن ثم وضع الحلول الملائمة لتقليل تلك التأثيرات وسبل الاستفادة العظمى من الفائض المائى إن وجد ومعالجة العجز، وهذا ما سيتم التطرق إليه فى هذه الدراسة.
