سعد الدين مسعد أحمد حسن هلالي (مواليد 1954 - ) هو أستاذ الفقه المقارن في كلية الشريعة والقانون بجامعة الأزهر.
حاصل على درجة الأستاذية عام 1996م- وأشرف وناقش العشرات من رسائل الماجستير والدكتوراه في جامعة الأزهر والعديد من الجامعات المصرية والعربية.
وكان قد تدرج في سلم التعليم الابتدائي العام من عام 1960 ثم انتقل إلى التعليم الإعدادي بالأزهر عام 1965، ثم الثانوي بالأزهر، ثم التحق بكلية الشريعة والقانون بالقاهرة عام 1973م، وتخرج منها 1978م، وعين بها معيداً سنه 1979 وتدرج في سلم وظائفها حتى الاستادية الآن.
المؤلفات العلمية له عشرات المؤلفات الكبيرة، منها: • حقوق الإنسان في الإسلام • المعاملات المالية المركبة • الأزمة المالية والحلول الإسلامية • البصمة الوراثية وعلائقها الشرعية • الجانب الفقهي والتشريعي للاستنساخ • قضية المسنين المعاصرة وأحكامهم الخاصة في الفقة الإسلامي • المهارة الأصولية وأثرها في النضج والتجديد الفقهي • المهنة وأخلاقها • الثلاثونات في القضايا الفقهية المعاصرة • موسوعة فقه أحكام المخدرات (3 أجزاء) • موسوعة فقه الجنائز (7 أجزاء) • المرشد الفقهي لأخص خصوصيات النساء • حقوق الإنسان في الإسلام والمقارنة مع الإعلان العالمي في حقوق الإنسان وغيرها من عشرات البحوث المنشورة في المجلات العلمية المحكمة بالجامعات المصرية والعربية.
آخر مؤلفاته كتاب الدولة الإنسانية في الإسلام والذي أثار جدلا لدى هيئة كبار العماء بالأزهر وعلى رأسهم دكتور على جمعة مفتي مصر السابق وخلاصة الكتاب أن دكتور الهلالي أعلى من حرية احتيار الناس على حساب ما اجتمع عليه العلماء ..
بمعنى ان العلماء قد اتفقو في ازمان وظروف لا تلزم المسلمين اليوم بما اجتمعو عليه ..وقد لاقى هذا الفكر نتقدا شديدا من دعليجمعة[بحاجة لمصدر].
عضوية اللجان (أ) عضو اللجنة العلمية الدائمة لترقية الأساتذة تخصص فقه مقارن.
(ب) عضو لجنة الموسوعة الفقهية بالمجلس الأعلى للشئون الإسلامية.
(جـ) عضو المجالس القومية المتخصصة شعبة التعليم الأزهري.
(د) عضو اللجنة الدينية باتحاد الإذاعة والتليفزيون.
(هـ) عضو لجنة المساعي الحميدة بوزارة العدل.
(و) عضو لجنة أخلاقيات البحوث العلمية بالمركز القومي للبحوث، وأكاديمية البحث العلمي بالقاهرة.
