لا يوجد نظام تعليمي واحد يمكن وصفه بأنه الأمثل، ويمكن الاحتذاء به، فالنظام التعليمي كأي نظام آخر، هو بناء فكري اجتماعي لا يمكن استنساخه ونقله كما هو على علاته، لكن يمكن أن نهتدي به في تطوير أنظمتنا مع مراعاة السياقات السياسية والاجتماعية والاقتصادية ومع مراعاة خصوصياتنا الحضارية والدينية، فمثلا يقر الجميع بتميز النظام التعليمي الياباني لكن هل يناسبنا كما هو؟ هل سينجح إن طبقناه هنا بحذافيره ؟ الإجابة يقينا بالنفي، لأن النقل هكذا يصلح في المنتجات المادية كأن تستورد سيارة، أو حتى نستورد مصنعا كاملا للسيارات أو لأجهزة الكمبيوتر، لكن المنتجات المعنوية المرتبطة بتكوين الإنسان فتحتاج شروطا عديدة لأن تنجح أولها مراعاة الخصوصية الحضارية والعقائدية، فلا يصلح فيها الاستيراد، بل يلزم فيها الاقتداء بالآخرين والاهتداء بتجاربهم.
