توزعت مواد هذا الكتاب على عشر وحدات اضافة إلى ثلاثة ملاحق تضمن الملاحق الأول نص خطاب جلالة الملك الحسين بن طلال في المؤتمر الوطني للتطوير التربوي عام1987، الملحق الثاني شمل البيان الختامي للمؤتمر الوطني للتطوير التربوي ، في حين وضع المؤلفان قانون التربية والتعليم رقم 3 لسنة 1994 في الملحق الثالث. تناولت الوحدة الاولى مدخلاً إلى النظم التربوية في حين تعرضت الوحدة الثانية للنظم في الوطن العربي، في الوحدة الثالثة عرض لتطوير النظام التربوي في الأردن وكذلك للفلسفة التربوية والسياسية والتعليمية في الوحدة الرابعة إضافة إلى الإدارة التربوية في الأردن في الوحدة الخامسة. أما الوحدة السادسة فقد تناولت بنية النظام التربوي ، وتطرقت الوحدة السادسة إلى المنهاج التربوي والخدمات الفنية وتدريب المعلمين، وأما التعليم العالي في الأردن فقد تحدثت في الوحدة الثامنة ، كما تحدثا عن الواقع التربوي في الأردن والإمكانات المتاحة له والآفاق المرجوة منه في الوحدة التاسعة، بينما أفردت الوحدة العاشرة لنظامين من الأنظمة التربوية في بعض الدول المتقدمة هما النظام التربوي في الولايات المتحدة الأمريكية وفي اليابان.
