تقدّم هذه الدراسة صورة متكاملة عن العلاقة بين العشائر والدولة الحديثة في الأردن منذ تأسيس الإمارة عام 1921 حتى استقلالها عن بريطانيا عام 1946. وتُسلّط الضوء على ما شهدته تلك المرحلة من محاولات حكومية لكسب ولاء العشائر وجَعْلها ركنًا أساسيًّا من أركان القوة في الكيان السياسيّ الناشئ وتُبرز الدراسة مواقف العشائر والحكومات في تلك الحقبة تجاه جملة من القضايا المحلية والعربية، وانسجامها في ما يتصل بالقضـية الفلسطينيّة وفي مواجهة المخططات الصهيونية للاستيلاء على شـرقي الأردن وفلسطين معًا وتوثّق الدراسة طبيعة العلاقة بين الطرفين، ومحاولة كلّ منهما استيعابَ الآخر، وتُبيّن الوسائل والأساليب التي اتّبعتها العشائر لإيصال مطالبها إلى الحكومة، وتعاين موقف العشائر من سلطات الانتداب البريطاني، ودورها في تحقيق الاستقلال وإرساء دعائم المملكة الوليدة.
