يؤرّخ هذا الكتاب بشكل موثَّق وتحليلي، ومن خلال 15 فصلًا، لانتقال منظّمة التّحرير الفلسطينيّة من استراتيجيّة التّحرير التي وضعتها قيادة المنظمة عام 1964، إلى استراتيجيّة التّسوية في محطّات لاحقة؛ بهدف التّأكيد أنّ اتّفاقيات أوسلو (1993) كانت نتيجة طبيعيّة لهذا النّهج، ولم تكنْ نتيجة للأوضاع التي آلَتْ إليها الأمور في العراق بعد العدوان الثلاثينيّ عام 1991، ولم تكن كذلك نتيجة لانهيار الاتحاد السوفييتي. ويستعرض الكتاب محطّات التّسوية حتى عام 1989، وهي مرحلة ما بعد حرب تشرين (1973)، ومرحلة كامب ديفيد (1977)، ومرحلة ما بعد الخروج من بيروت (1982)، ومرحلة انعقاد الدورة 17 للمجلس الوطنيّ وتوقيع اتفاق عمان (1984-1985)، وصولاً إلى دورة المجلس الوطنيّ التّاسعة عشرة عام 1988، التي بلورت بشكل أساسيٍّ استراتيجية التّسوية لمنظّمة التّحرير ممثّلة بـ«المبادرة السياسيّة الفلسطينيّة» التي انطوَتْ بوضوح على اعتراف بالقرار 242، وضمنيًّا بالكيان الصهيونيّ، ومن ثمّ النزول تحت سقف المبادرة في لقاءات ستوكهولم مع الوفد اليهوديّ الأمريكيّ، وفي خطاب «أبو عمار» في جنيف في كانون الأول
