تهدف الدراسة التي يضمها هذا الكتاب، وبشكل مركز إلى توضيح المضمون العلمي والعملي لمفهوم المجتمع المدني، بما يبعده عن أن يكون شعاراً في الحرب العقائدية والسياسية الراهنة في المجتمعات العربية من جهة، وإبراز الفائدة الفعلية التي يمكن أن تنجم عن استخدامه في تحليل التحول الاجتماعي والسياسي والمدني في المجتمعات العربية المعاصرة وتسريعها من جهة أخرى.
وقد تكونت الدراسة من مقدمة وخمسة فصول وخاتمة. اهتم الفصل الأول بالتأصيل النظري لمفهوم المجتمع المدني وإبراز خصائصه، متضمناً تحليلاً لمفهوم المجتمع المدني في الفكر الغربي أولاً ومفهوم المجتمع المدني في الفكر العربي الإسلامي ثانياً، ووصفاً لخصائص المجتمع المدني ثالثاً.
ثم خصص الفصل الثاني لدراسة جذور المجتمع المدني وتطوره في الوطن العربي من خلال تتبع جذور المجتمع المدني أولاً، وتتبع تطوره الحديث والمعاصر ثانياً. وتناول الفصل الثالث الحديث عن مؤسسات المجتمع المدني العربي.
وكرس الفصل الرابع للحديث عن مثقلات المجتمع المدني العربي من خلال تناول مشكلات العلاقة بين المجتمع المدني والدولة أولاً، وثانياً توصيف تحديات النظام الدولي الجديد للمجتمع المدني العربي بما يفرضه من آليات سياسية واقتصادية وتقنية تحمل الكثير من المخاطر.
وفي الفصل الخامس حاول المؤلف استشراف المستقبل بما يمكن أن يكون عليه المجتمع المدني العربي والوسائل المطلوبة للوصول إلى ذلك، من خلال الحديث أولاً: عن مستقبل العلاقة بالسلطة، وثانياً: بالحديث عن مستقبل المجتمع المدني بين الواقع القطري والطموح القومي، وثالثا: الحديث عن وسائل تفعيل المجتمع المدني، موزعاً في إطارات ثلاثة: إطار قانوني سياسي، وإطار ثقافي، وأخيراً إطار اقتصادي اجتماعي.
