يضم هذا الكتاب بين دفتيه أعمال ندوة: "نظام الوقف والمجتمع المدني في الوطن العربي" التي نظمها مركز دراسات الوحدة العربية، وذلك بالتعاون مع الأمانة العامة للأوقاف بدولة الكويت.
وسنرى عبر فصول هذا الكتاب وتفاصيله أن هذه الندوة المهمة قد جاءت بمثابة الإعلان العلمي عن اكتشاف اجتماعي جديد، مؤيد أن نظام الوقف الذي عرفه المجتمع العربي الإسلامي منذ أربعة عشر قرناً كان قاعدة مادية ومعنوية لبناء ودعم مؤسسات المجتمع المدني في الوطن العربي.. وأن هذا النظام كان أحد الابتكارات المؤسسية التي جسدت الشعور الفردي بالمسؤولية الجماعية، ونقلته من المستوى الخاص إلى المستوى العام بملء الإرادة الحرة، وأنه لا يزال يحمل في داخله عوامل بقائه وإمكانيات تطوره في حاضر ومستقبل المجتمع العربي.
الكتاب احتوى على ستة أقسام: الأول، النظرية العامة للوقف: فلسفته وتكوينه التاريخى. الثاني، الإطار التشريعي لنظام الوقف في البلدان العربية، الثالث، التكوين الاقتصادي لنظام الوقف ودوره في بنية الاقتصاديات العربية. الرابع، البناء المؤسس-الإداري لنظام الوقف: الإشكاليات وتجارب الإصلاح. الخامس، تحولات العلاقة بين الوقف ومؤسسات المجتمع المدني: الواقع وآفاق المستقبل. السادس، مستقبل الوقف في الوطن العربي.
