ثم يعرض للقضايا المعاصرة للترجمة من حيث المؤسسات ومن حيث المنهجية وما تقتضيه من متطلبات في مجالات التخطيط والتنظيم والإعداد وما تثيره من معقبات حضارية ويتناول في رؤية متفتحة الآفاق القومية لهذا النشاط الذي لا بد أن يكون بطبيعته عملاً عربياً خالصاً، لأنه متصل باللغة العربية، ومن هنا، فهو يعرض للنشاط التنظيمي المؤسسي القومي للترجمة من حيث التخطيط والتشريع والتنسيق ويبسط دور المنظمة العربية للتربية والثقافة والعلوم، الأداة القومية، المتخصصة في هذا المجال.
