شهد قطاع ىالمجتمع المدني في دول مجلس التعاون الخليجي خلال العقود الأخيرة تطوراً ملحوظاً، ولا سيما في عقد السبعينيات من القرن العشرين، فالشئ المؤكد أن مؤسسات المجتمع المدني الخليجية قد مرت بتحولات علي المستويين الكمي والنوعي،كما أنه ومع تصاعد التحولات والتغيرات التي مرت بها المنطقة ، فضلاً عما شهده النظام الدولي من تغيرات، انفتحت الدول الخليجية علي العالم وبدأت تتعامل مع مفاهيم جديدة كالديمقراطية والحريات الأساسية، فضلاً عن تداول مفهوم الشراكة بين الأطراف الثلاثة، القطاع الحكومي والقطاع الأهلي المتمثل في المؤسسات والجمعيات الأهلية والقطاع الخاص الأستثماري، ويذكر أن جميع الدساتير والأنظمة القانونية في دول الخليج العربي نصت على حق تكوين الجمعيات الأهلية، وتمتلك جميع الدول قوانين وأنظمة خاصة بتنظيم العمل الأهلي وجمعياته وتحديد طبيعة علاقتها بالدولة وحدود الإشراف والرقابة عليها هذا من جانب، وقد جاء هذا التطور في قطاع المجتمع المدني بدول الخليج كنتيجة طبيعية لتزايد الاهتمام ببزور هذا النوع من المؤسسات غير الحكومية محلياً وعالمياً لاسيما مع التطورات التي شهدتها الساحتان الدولية والإقليمية في المجالات السياسية والأقتصادية والأجتماعية.
وقد صاحب انتشار فكر العولمة والنفتاح السياسي ولاقتصادي، تزايد أنشطة المجتمع المدني، وارتفاع عدد المنظمات العاملة في هذا المجال، وتنوع اختصاصتها وانشتطها لتشمل كثيراً من أوجه النشاط الإنساني في شتى ميادين الحياة السياسية والأقتصادية وقضايا المرأة والبيئة وغيرها.
