لعل المسائل، وأحياناً المشاكل، التي أثيرت في لبنان مؤخراً تشابكت فيها السياسة بالقانون حتى برزت الأولى بكل تشعباتها النافرة والحادة، وضاع الثاني (أي القانون) في متاهات السياسة المحلية والإقليمية والدولية. وبذلك تبددت أية مرجعية قانونية ضابطة لهذه المسائل-الأزمات في لبنان.
ومن هنا جاءت فكرة هذا الكتاب، فهو لا يدعي تقديم الحلول ولا مقاربة المشاكل وتبسيط المسائل. إنه يحاول شرح العناوين التي تضمنها في ضوء القانون الدولي. ولعل هذا الشرح يقدم إيضاحاً موضوعياً للقضايا التي تتمحور حولها الخلافات السياسية الراهنة، ويعتمد تفسيراً علمياً للقضايا التي لا يجوز إغفالها ولا تكييفها في القوالب المجهزة سلفاً لاعتمادها، ويوفر سنداً قانونياً مرجعياً للقضايا أو المسائل أو الملفات التي يمكن أن ترفعها الحكومة اللبنانية إلى أي مرجع سياسي أو قضائي دولي.
وقد استحسن هذا الكتاب أن يتناول سبع مسائل لبنانية (من بين مسائل عديدة أخرى) والتزم مناقشة مضمونها وشرح أبعادها في ضوء القانون الدولي وفي سياق الفصول التي تضمنها الكتاب وهي: 1-مزارع شبعا في هويتها اللبنانية. 2-اتفاقية الهدنة في ضماناتها الدولية. 3-حق الشعب اللبناني في المقاومة ورفض التوطين. 4-قانا 1996- قانا 2006. 5-القرارات الدولية الضامنة. 6-المحكمة ذات الطابع الدولي. 7-شكوى لبنان أمام من؟
ويزعم الكتاب أن هذه المعالجة تساهم في الاستناد إلى القانون الدولي لدى أية قراءة قانونية داخلية لهذه المسائل أو لدى أي دفاع دبلوماسي عنها أو لدى تقديم أية مراجعة أو شكوى أو استشارة دولية بصددها.
