وبهدف تقديم رؤية علمية عن القانون موضوع البحث، ومدى انطباق نصوصه مع المبادىء التي جاء بها المشرع الدستوري ركز مؤلف الكتاب دراسته في موضوع (مجلس المحافظة في المحافظات غير المنتظمة في إقليم في ظل القانون رقم 21 لسنة 2008م) وتتضمن التعرّف على نظام اللامركزية الإدارية الإقليمية وأركانها وأنواعها، والفرق بينها وبين ما يشبهها من أنظمة، كما تتضمن دراسة تطور تطبيقها في العراق، إلا أنها بشكل رئيسي تتضمن دراسة تشكيل وصلاحيات مجلس المحافظة وعلاقته بالهيئات الأخرى.
هذا الموضوع اقتضى من الباحث معالجته في أربعة فصول، وعلى النحو الآتي: الفصل الأول: وعنوانه "المركزية واللامركزية وتطور تطبيقاتها في العراق" ، الفصل الثاني: ويتناول "تشكيل مجالس المحافظات، الفصل الثالث: ويبحث في "صلاحيات مجالس المحافظات في ظل القانون رقم 21 لسنة 2008م". وأما الفصل الرابع والأخير ففيه تفصيل في علاقة المجلس / مجالس المحافظات بالهيئات الأخرى من تشريعية ورقابية ...
