يحلّل هذا الكتاب - التقرير، الصادر عن برنامج الأمم المتحدة للبيئة، التغييرات (الإيجابية والسلبية معاً) التي حدثت في البيئة منذ عقد مؤتمر الأمم المتحدة المعني بالبيئة البشرية في سنة 1972، في استكهولم؛ وهو يستند إلى معلومات منشورة متاحة حتى 30 تشرين الثاني / نوفمبر 1991، ولا يركّز التقرير على حالة البيئة فحسب، بل أيضاً على التفاعلات بين أنشطة التنمية والبيئة، وكلاهما في النهاية، يؤثر في الوضع البشري والرفاهية البشرية.
ويربط الكتاب بين مسألة البيئة والتنمية، حيث يشدّد على أن هدف التنمية القابلة للإستمرار، لا يمكن بلوغه دون تغييرات هامة في الطرق التي خطِّطت بها مبادرات التنمية ونفّذت.
ولن تتم هذه التغييرات ما لم تحدث تغييرات مماثلة في مفاهيم كل فرد بالنسبة إلى القضايا البيئية والمواقف تجاهها؛ الجمهور، الحكومات، التجارة، الصناعة، ولن تتحقق إذا لم نتوقف عن إعتبار البيئة ومواردها الطبيعية، سلعاً مجانية.
لقد غدا واضحاً أكثر من أي وقت مضى خلال العقدين الأخيرين، أن القضايا البيئية، مثل تلوث الغلاف الجوي والتلوث البحري، والمياه العذبة، وإستنفاد الأوزون، وتغير المناخ، والتصحّر، والقضاء على الحراج، والآثار الضارة للمواد الكيميائية السامة والنفايات الخطرة وسواها من القضايا البيئية، لا تقتصر على الحدود القومية، لأن معظمها ذو أهمية إقليمية وعالمية.
