Book Description
الغات هي الاختصار الشائع للعبارة الإنكليزية التي تعني (الاتفاقية العامة للتعريفات والتجارة). إنها معاهدة دولية تنظم المبادلات التجارية بين الدول التي تقبل الانضمام إليها، وارتفع عددها من 23 دولة عند إبرام هذه المعاهدة سنة 1947 إلى 118 دولة من أوائل سنة 1994.
وفي ظل هذا النظام القاري الجديد هناك سؤال يطرح نفسه على الدول النامية: هل ستعمل النظام الجديد للتجارة العالمية على تسهيل مهمة هذه الدول في الخروج من أسر التخلف والانطلاق على طريق التنمية الشاملة والمتواصلة، أم أنه سيضع أمامها عقبات جديدة على ما تواجهه من عقبات في ظل النظام الراهن للتجارة العالمية؟
وهكذا فإن البحث في مضمون النظام الجديد للتجارة العالمية وتقصي آثاره المحتملة في التنمية العربية-وهو الهدف الرئيسي للهذه الدراسة-ينطلق من منظور مخصوص يهم الدول العربية وغيرها من الدول النامية أكثر من غيرها ألا وهو المنظور التنموي.
وقد تضمنت هذه الدراسة أربعة فصول، اختتمت بمحاولة للإجابة عن السؤال الذي يدور في الأذهان: ما الذي يمكن أن تفعله الأقطار العربية من أجل تحقيق أمل شعوبها في التنمية الشاملة والمتواصلة، في مواجهة الواقع الجديد الذي سيتشكل نتيجة تطبيق النظام الجديد للتجارة العالمية.
