تم إعداد هذه الدراسة في إطار التحضير الفني لمؤتمر التنمية الصناعية السابع للأقطار العربية المقرر عقده في تونس في أواخر عام 1989، وذلك بتكليف من المنظمة العربية للتنمية الصناعية، ووفق الإطار الموضوع من قبلها، بالاتفاق معنا.
تتكون الدراسة من أربعة فصول اهتم الفصل الأول باستعراض الوضع الاقتصادي والصناعي الدولي والعربي في ضوء أحدث البيانات التي تم الحصول عليها من المنظمات العربية والدولية، والأدبيات المعاصرة، بشأن التنمية الصناعية والعلاقات الاقتصادية الدولية. وفي الفصل الثاني جرى استعراض وتحليل عدد من السياسات الاقتصادية الرئيسية للدول الصناعية المتقدمة ذات العلاقة بتصنيع الدول النامية، وخاصة السياسات التجارية والنقدية والمالية، إضافة إلى السياسات ذات العلاقة بالبحث والتطوير، مع ربط هذه السياسات والتغييرات التي حدثت فيها بالتطورات الاقتصادية المذكورة في الفصل الأول.
وفي الفصل الثالث تمت بدراسة آثار سياسات الدول المتقدمة وممارساتها في الاقتصاد الدولي واقتصادات الدول النامية، ومنها العربية بشكل خاص، على الصعيد التجميعي أولاً، ثم البحث وبالتفصيل في الفصل نفسه تأثيرات هذه السياسات والممارسات والأوضاع الاقتصادية والصناعية الدولية في ثلاثة قطاعات صناعية رئيسية تم اختيارها بالتشاور مع المختصين في المنظمة العربية للتنمية الصناعية، وهي قطاع الصناعة النسيجية والملابس، كنموذج للصناعات الاستهلاكية الخفيفة التي تستخدم العمالة بكثافة، وقطاع صناعة الحديد والصلب، كنموذج للصناعات الرأسمالية الثقيلة التي تستخدم رأس المال بكثافة، وتلوث البيئة، وتعاني مشاكل كبيرة على الصعيد الدولي، وأخيراً قطاع الصناعة البتروكيماوية، كنموذج للصناعات الوسيطة ذات التقانة العالية نسبياً، التي لها علاقة قوية بقطاع النفط والغاز، وهي كذلك صناعة ذات أهمية مستقبلية خاصة بالنسبة إلى الوطن العربي، وفي الفصل الرابع والأخير هناك خلاصة وافية للدراسة إضافة إلى الاستنتاجات والتوصيات والتوجهات الأساسية التي تراها هذه الدراسة ملائمة لمستقبل تطور الصناعة العربية وبعض قطاعاته.
