أنجز هذا الكتاب ونشر عام 1930، وعلى الرغم من تقادم الزمن عليه إلا أنه ما زال يحتفظ بأهميته التاريخية والسياسية، في هذه المرحلة بالذات، وإن مرور أكثر من نصف قرن عليه، لا يقلل من أهميته، بل إن هذا الفاصل الزمني يؤكد على مدى نجاح الكاتب في التعبير عن أوضاع الشعب الكردي، وتميل مطامحه القومية، والبراعة في أسلوب طرح قضية الشعب الكردي القومية العادلة.
ويزيد من أهمية هذا العمل كونه يتضمن طرحاً وافياً لوجهة النظر السياسية لـ"جمعية خويبون الكردية الوطنية" في تلك المرحلة لأن مؤلف هذا الكتاب الحقيقي وهو جلادب بدرخان الذي وضعه في حينه، كان من أبرز مؤسسيها، وقادتها.
والكتاب يبدأ بمقدمة تاريخية موجزة حول تاريخ الكرد وكردستان، بأسلوب علمي اعتمد الربط المحكم بين مراحل تطور هذا الشعب، منذ ما قبل ميلاد المسيح وحتى تاريخ حدود الكتاب.
