ولد شاكر خصباك في مدينة الحلَة (بابل) العراق عام 1930م.درس الابتدائية والإعدادية والثانوية في مدارسها ونال الثانوية عام 1947م.التحق بجامعة القاهرة (جامعة الملك فؤاد الأول) في سبتمبر 1948 ونال شهادة الليسانس (B.A) في الجغرافية عام 1951م.التحق بالجامعات الانجليزية عام 1954م وحصل علي درجة الدكتورة عام في الجغرافية 1958م .درَس في جامعات بغداد والرياض وصنعاء.نال درجة الأستاذية عام 1974م.بدا الكتابة الإبداعية منذ عام 1945م.له سجل حافلا إذ تربو كتبه العلمية المؤلفة والمترجمة عن العشرين كتاباَ.

يلقي الكتاب الضوء على المسألة الكردية بمراحلها التاريخية. إلى جانب ذلك فإن المؤلف عكف على توجه عام لحل المشكلة الكردية، الذي مثل حلاً واقعياً للمشكلة الكردية بعيداً عن العاطفة اللامسؤولية، حيث نادى بالاعتراف بالذات الكردية اعترافاً كاملاً، وبمنح المنطقة الكردية الحكم الذاتي من وراء ذلك الدعوة المبكرة، لتجنب البلاد الخسائر في الأرواح والاقتصاد، وتمتين أواصر الأخوة والاتحاد بين القوميتين، الغرب والأكراد.
