هذا الكتاب، هو الكتاب الأول من موسوعة (المجتمعات الإسلامية)، وهو يتناول (العلاقات الدولية) في الإسلام، مبادئاً وأصولاً، وواقعاً وتطبيقاً. وبشكل عام قامت هذه الدراسة على ستة أبواب، كشف الباب الأول عن جوانب عموم الرسالة المحمدية، وجوانب شمولها، ومدى صلة ذلك بالفطرة وبالعلاقات الدولية، والنتائج المترتبة على عموم الرسالة، ومقارنة ذلك بالآفاق اليهودية والمسيحية، وتفنيد مزاعم المستشرقين في هذه الجوانب.
والباب الثاني تناول المبادئ الإسلامية الوسيعة التي أفاض فيها الإسلام عن حقوق الإنسان، وعرض ذلك في خمسة فصول، فمن بيان حق المساواة، إلى بيان حق الحرية في مختلف صورها إلى بيان الحقوق السياسية والمدنية، إلى تبيان أبعاد العدل والعدالة.
الباب الثالث عرض لأوجه القانون الدولي، وتحديداته العلمية، وصلة ذلك بالفقه الإسلامي والحضارة الإسلامية، وبيان ماهية الحقوق والواجبات في ضوء ذلك، وبيان حقيقة قواعد التشريع الدولي المتعلقة بالإقليم والأشخاص والجماعات والدول في الإسلام.
في الباب الرابع عرض بالتفصيل لقواعد الحرب المشروعة في الإسلام، وبمادئ التجنيد، والسلم المسلح، وتبيان واجبات القيادة والجند، وأصول العسكرية في الإسلام، وبيان الأساليب الحربية المباحة والممنوعة، وحكم الأسرى، وعلاقة ذلك بالرق.
الباب الخامس أوضح عظمة الإسلام في وضعه لأسس العلاقات الدولية والسلام والدعامات التي اعتمدها في قيام العهود، وإرسال الوفود، وعقد المعاهدات المختلفة، وبيان سبل المفاداة والرهائن، وبيان سبل المفاداة والرهائن، وبيان أبعاد العلاقات مع أهل الذمة والمستأمنين، وصور الاستخلاف الدولي.
الباب السادس تكلم عن أحكام العلاقات المالية، وإلى أي مدى يتمتع الأجانب بكافة الحقوق في دار الإسلام، والواجبات المالية التي يلتزمون بها نحو الدولة، من الجزية، إلى الفيء والغنائم والعشور..
