اهتمت هذه الدراسة بشرح العلاقات الدولية في الإسلام كما جاءت في عصور ماضية انطلاقاً من العقيدة الإسلامية، وأحكام الشرفة، والاجتهادات الفقهية، حيث عمدت إلى المقارنة بين تلك المحددات وما يقابلها في القانون الدولي العام، وصولاً إلى خصائص العلاقات الدولية كما رست علمياً في عصرنا على ثلاثة محاور: السياسة الدولية التي تشخص العلاقات الدولية كما هي كائنة. القانون الدولي الذي يحدد ما يجب أن تكون عليه العلاقات الدولية من انتظام وتعاون، المنظمات الدولية والإقليمية، وتالياً الشركات المتعددة الجنسية، أو الشركات فوق الوطنية، التي صارت معلماً مهماً من معالم العلاقات الاقتصادية الدولية.
بعد الشرح والمقارنة تم التوقف عند أبرز القضايا الإقليمية والدولية المعاصرة في إطار استشراف المستقبل دون وضع أحكام مسبقة، أو تصورات حتمية لما سيكون عليه العالم الإسلامي في القرن الواحد والعشرين.

هذا الكتاب يتضمن شرح مفاهيم العلاقات الدولية انطلاقاً من العقيدة الإسلامية، وأحكام الشريعة، والاجتهادات الفقهية. ويعتمد منهج الدراسة المقارنة الذي يقابل بين أحكام فقهية وقواعد قانونية وضعية، في إطار الدعوة إلى تجديد الفكر الإسلامي الملتزم بإنسانية الإنسان.
إن التصدي لأعقد قضية في الفكر الاجتماعي الإنساني، أي قضية بناء الدولة، وتأثيرها في المجتمع الدولي، يتصدر الأوليات. وكيف إذا كانت العلاقات الدولية المعاصرة تشهد متغيرات غير مسبوقة؟
تبقى الشريعة الإسلامية قادرة على ترويض سياسة القوة، والرقي بمدركات الإنسانية بعيداً من الاستعمار والإمبريالية. ويبقى الإطار الإنساني للعلاقات الدولية هدفاً مرتجى بعيداً من "التسليع" والمادية المفرطة.
