أصبحت قضية الجودة من السمات المميزة للعصر الراهن، وذلك لاتساع استخدامها وازدياد الطلب عليها في مختلف مجالات الحياة بما في ذلك التعليم العالي، لذا أصبح إنشاء نظم للإعتماد وضمان الجودة ضرورة لأزمة لتحقيق التنمية العلمية والتكنولوجية للمجتمع وتحقيق التنافسية بين الدول. ويتضمن هذا الكتاب الجديد في مجال (الإعتماد وضمان الجودة في مؤسسات التعليم العالي) –إضافة إلى تضمينه الكثير من التجارب الأجنبية والعربية التي يمكن الإستفادة منها في إنشاء نظم داخلية لضمان الجودة بمؤسسات التعليم العالي.
يتوزع الكتاب على أربعة فصول: الفصل الأول يتناول مفهوم جودة التعليم في الإسلام والمبادئ والأسس التي تقوم عليها كما جاء في القرآن الكريم والسَنة النبوية الشريفة، كما يتناول هذا الفصل أيضاً التطور التاريخي للجودة في الفكر الإداري المعاصر بدءاً من منظورها على يد العالم الأمريكي "ديمنج" في بداية القرن العشرين وحتى الآن، ومراحل تطبيقها.
أما الفصل الثاني فيتناول مفهوم الإعتماد وأنواعه وأهميته وأهدافه ومعاييره وإجراءاته، وكذلك مفهوم ضمان الجودة في التعليم العالي وأهدافه، والعلاقة بين الإعتماد وضمان الجودة في التعليم العالي، ومبررات تطبيق نظام الإعتماد وضمان الجودة بمؤسسات التعليم العالي.
ويتناول الفصل الثالث هيئات الإعتماد وضمان الجودة والمعايير والإجراءات المستخدمة في اعتماد مؤسسات التعليم العالي في كل من الولايات المتحدة الأميركية واليابان وسويسرا والمملكة المتحدة واستراليا ودولة الإمارات العربية المتحدة، وجمهورية مصر العربية، وانتهى الفصل بتحليل مقارن لتجارب الدول السابقة، واستخلاص أهم الدروس التي يمكن البناء عليها.
ويأتي الفصل الرابع والأخير فيعرض إمكانية وضع استراتيجية مستقبلية لتطبيق نظام الإعتماد وضمان الجودة بمؤسسات التعليم العالي داخل المملكة العربية السعودية، وكذلك عرض لأهم الهيئات المهنية لتعزيز وضمان جودة التعليم العالي الموفر عبر الحدود والإعتراف بالشهادات التي يمنحها في كل من الدول المتلقية والمصدرة.
