التركمان الموجودون في العراق هم حصيلة الهجرات القديم من القبائل التركمانية. ولعل أقدم هذه الهجرات كانت هجرة القبائل الطورانية من الياقوتيون الذين هاجروا من قلب آسيا من شمال الصين إلى بلاد ميديا، ثم توالت الهجرات وكان آخرها هجرة السلجوقيين خلال القرون الثاني والثالث والرابع الهجرية حيث بسطوا نفوذهم على إيران والعراق.
وتجددت هجرة القبائل التركمانية في أواخر القرن الثامن الهجري وكان الفتح العثماني للعراق سنة 941 هجرية آخر تلك الموجات من القبائل التركمانية، وقد استوطنت بقايا هذه القبائل في العراق، في تلعفر وفي قرى على طريق الموصل وصولاً إلى كركوك.
وفي هذا الكتاب يقدم المؤلف صورة حية لتاريخ التركمان وآدابهم وفنونهم لأن الأدب كما يرى يمثل التراث القومي لهذه القبائل حيث تناول التراث الشعبي المشترك الذي تناقله الناس جيلاً عن جيل وهو مجهول المؤلف ويتضمن القصص والأساطير والأمثال والألغاز والنوادر والأغاني والبكائيات وغيرها.
كما يعرض أيضاً للأدب الشعبي معروف المؤلف الذي أنشأه أدباء معروفون عاشوا في أوساط الشعب وتحسووا آلامه وآماله. ويشمل ذلك أدب السيرة والأدب الديني. كما يبين خصائص الأدب الشعبي وملامحه الأساسية وهو أدب كما يرى المؤلف يقدم صورة صادقة لحياة التركمان التي عاشوها في القرون السحيقة وأنشأوا في ظلها لغتهم.
