الدراسة التي دبجتها يراعة أحمد سويدان تعالج موضوع الإرهاب الدولي الذي يتصدر اليوم، ولا سيما بعد أحداث الحادي عشر من أيلول 2001، القضايا العالمية المضطربة، وعل الرغم من كثرة المنشورات، في الآونة الأخيرة، عن الإرهاب الدولي، فإن الدراسة الراهنة تسترعي الانتباه وتحظى بالتقدير لميزاتها الثلاث:
لميزة الأولى هي الشمولية، أي تناول الموضوع من كل جوانبه القانونية والسياسية، وتقديم معلومات مبسطة ودقيقة وموثقة عن تعريف الإرهاب وتصنيفه وأنواعه ومركزه في القانون الدولي العام، وعن تمييزه عن المقاومة، وعن مقارنته بالجرائم الدولية، وعن كيفية ملاحقة مرتكبيه قضائياً، وعن أحداث الحادي عشر من أيلول وتداعياتها وانعكاساتها على العلاقات الدولية وتصرفات الإدارة الأميركية وعن العلاقة بين ألإرهاب وحق الدفاع المشروع عن النفس، وعن موقف مجلس الأمن الدولي من مسألة الإرهاب الدولي، وعن أسباب الإرهاب ووسائل مكافحته...
والميزة الثانية هي التطرق إلى نقاط أساسية في موضوع الإرهاب أغفلتها دراسات عديدة، وأهمها: اختصاص القضاء الوطني والدولي لملاحقة مرتكبي جريمة الإرهاب، والمحاولات الجارية لمنح الحصانة لفئة من المسؤولين ضد الملاحقات القضائية، والشروط التي يجب توافرها لتبرير اللجوء إلى حق الدفاع المشروع عن النفس مواجهة الإرهاب الدولي، وموقف مجلس الأمن الدولي والمجتمع الدولي وتيار العولمة من إشكالية مكافحة الإرهاب، ووضع الإرهاب في سياق العلاقة بين الإسلام والغرب.
والميزة الثالثة: هي الاتسام بالجدية والموضوعية والموقف الوطني. فكل بحث في موضوع الإرهاب الدولي يكون ناقضاً أو متحيزاً إذا لم يبين خلفياته وأهدافه السياسية، لأن هذا النوع من الإرهاب هو، بدوافعه وافرازاته الراهنة، اخترع أميركي يهدف إلى تبرير تصرفات مناقضة للقواعد والمبادئ الدولية بغرض تحقيق مصالح قومية شوفينية خاصة على حسبا مصالح شعوب العالم. وكل المؤشرات تدل على أن هذا "الاختراع" الذي ابتكرته الإدارة الأميركية، في عهد رئيسها الحالي بوش، موجه إلينا وضدنا كعرب، مسيحيين ومسلمين.
