لا اختلاف بين المسلمين قاطبة في أصل مشروعية صلاة الجمعة ووجوبها بل هي من ضروريات الدين ومنكرها منكر للضروري ووجوبها ثابت كتاباً وسنة. وقد أجمع علماء الإسلامي طبقة بعد طبقة على أن النبي صلى الله عليه وسلم استمر بفعلها على الوجوب العيني طوال حياته وأن لنسخ لا يكون بعده فإذا اكتملت شرائطها المقررة في محلها وجبت إقامتها والسعي إليها، وقد أجمع فقهاء الشيعة الأبرار على وجوبها عيناً مع حضور المعصوم عليه السلام أو نائبه الخاص وإقامته لها وإنما وقع الخلاف في زمن غيبة الإمام المهدي عليه السلام من حيث عدم وجود إذن عام أو خاص. ويقول المؤلف بأنه في إقامة الجمعة عند الشيعة خلاف وأصله أنه وبعد ظهور التكتل الشيعي المستقل لم تكن الظروف السياسية والاجتماعية في ظل دولة الخلافة التي كانت تستحوذ على جميع المراكز العلمية والمساجد العامة والمنابر الإسلامية أن يعيد النظر بآرائه الفقهية حول دعوته الملحة إلى الالتحاق بالجمهور أو التعبير السائد يومها: الجماعة. وسوف يأتي المؤلف في كتابه هذا على ذكر فتاوى العلماء في إقامة صلاة الجمعة في عصر الغيبة، مشيراً إلى أدلتها وشروطها ومستعرضاً أقوال العلماء حولها.
