هذا الكتاب هو قاموس معني بالصحف التي صدرت ضمن حدود لبنان الكبير، ومعنى الصحف التي أصدرها اللبنانيون وبلاد الانتشار، والذي استثنى مؤلفه ما أصدروه في الأقطار العربية، وعموده الفقري في مصر. وهذا القاموس عمل معجمي، لكنه جزء من مشروع يؤرخ الصحافة اللبنانية بالعيان، وقد جاء ناطقاً بالصورة.
والترتيب فيه جاء بالتسلسل الألفبائي الانتقائي فلا ذكر إلا للصحيفة التي وقع عليها الدكتور جوزيف الياس أو حصل على صورة فيها. وبالتحديد فإن هيكلية هذا العمل المعجمي تقوم على ما يلي:
1-يضم هذا القاموس بين دفتيه الدوريات الصادرة منه في مئة عالم على وجه التقريب، أي مطلع سنة 1858 إلى أواخر العام 1958 فجاءت في مجلد واحد، 2-فضلاً عن الدوريات الصادرة في لبنان، ضمن هذا القاموس المرويات التي أصدرها اللبنانيون في بلدان الانتشار باستثناء ما صدر منها في الأقطار العربية لأنه سيدرس مع صحافة هذه الأقطار، 3-ضمن هذا القاموس صوراً لألف وسبع وأربعين دورية ناطقة باللغة العربية، ثم أتبع القسم العربي ملحقاً بالدوريات الصادرة باللغة الفرنسية، وختم أخيراً بالمستدرك الذي لم يدخل القسم العربي، ولم يأخذ رقماً متسلسلاً، 4-نشر في هذا القاموس صوراً لنحو مئتين وخمسين دورية لم ترد في معجمات الصحافة اللبنانية قبلاً، كما ذيل صفحاته بما يقرب من أربع منه وسبعين حاشية.
