وبطبيعة الحال أي أولوية في الأقطار النامية تتضمن نمو الدخل ورفع مستويات الإستثمارات والصادرات وخلق فرص عمل أكثر والإستفادة من التقدم التكنولوجي، وهذا كله يحتاج إلى إستثمارات كبيرة كتحول إلى الإقتصاد المتقدم (أي الإستثمار الأجنبي)، وهي ما أجبرت تجريبياً في ظل نظريات النمو الإقتصادي والتي تطورت عبر الزمن، والذي أثر على دور محركات النمو الإقتصادي وعلى حجم تأثير السياسات الحكومية على محركات النمو الإقتصادي، كما يتألف الإستثمار الأجنبي من (تكاليف مشروع جديد / والتكاليف المالية لإكتساب مشروعاً موجوداً أو جزء منه / وقروض بين الشركات).
كما أن المستثمر له غايات من الإستثمار، فمن ناحية يركز المستثمر على الإستثمار طويل الأجل لتحقيق اكبر عائد سنوي من الإستثمار ولأطول مدة ممكنة، ومن ناحية أخرى يبني المستثمر على إستراتجية الإستثمار قصيرة الأجل من أجل التركيز على العائد كمؤشر المردود أو الربع في إتخاذ قراره الإستثماري.
