لا شك أن المراجعة النقدية لازمة المشروع القومي العربي تستدعي تحليلاً عميقاً لكل جوانب الأزمة تلك التي تمثلت في عدم قدرة هذا المشروع على مواجهة التحديات الخارجية وفي عجزه عن بناء أنموذج قوي قادر على الصمود أمام هذه التحديات والهجمات الواردة من خارج والمتمثلة بقوة الاستعمار العالمي الجديد.
وفي هذا الكتاب يقدم المؤلف محاولة لتوصيف الأزمة الراهنة بعقل عربي منفتح ومستوعب للظروف المحيطة بالأمة، ومسعى لتقديم الحلول التي تؤمن مستقبلاً للجماعة العربية ككل والشعوب دولها. وليست هذه المحاولة مجرد تنظير يعتمد على وقاعد فلسفية تلحقها الحلول والنتائج، كما أنها ليست تكراراً لنقد الفكر القومي الذي ساد مرحلة ما بعد نكسة حزيران 67، بل هي تنوع من المحاكمة العقلانية التي لا تصدر أحكاماً مسبقة بالموت.
تتألف الدراسة من ستة أقسام، يعرض المؤلف في القسم الأول الأزمة الفكر القومي العربي فتطرق إلى دور الإسلام في تجديد الفكر العربي وتحديات الفكر القومي. القسم الثاني يعرض فيه للمشروع القومي العربي ولنهاية عهد البطولة الثورية وولادة العقلانية السياسية، كما يقدم في القسم الثالث توصيفاً للحالة السياسية العربية. أما في القسم الرابع فيتناول المؤلف موقع الثقافة والإعلام في الوعي العربي ويعرض لانتفاضة 2000 الفلسطينية ومؤثراتها في ساحة الصراع. وفي القسم السادس يبحث المؤلف في الصراع العربي الصهيوني وثوابت الاستراتيجية الإسرائيلية في الصراع مع العرب، ودور إسرائيل التخريبي في العلاقات العربية الأميركية والحوار الأمريكي الليبي ودلالاته.
